The mechanism electricity price bidding work for the incremental projects connected to the grid after May 31, 2025 in Shandong Province is being carried out in full swing!

On August 7th, the Development and Reform Commission of Shandong Province officially issued the “Implementation Plan for Market-oriented Reform of New Energy On-Grid Electricity Prices in Shandong Province”. On August 8th, the Development and Reform Commission of Shandong Province issued the “Notice on Relevant Matters Concerning the Bidding Work of New Energy Mechanism Electricity Prices in 2025″ and the “Detailed Rules for the Bidding of New Energy Mechanism Electricity Prices in Shandong Province”. On August 11th, Shandong Power Grid Corporation has issued the “Announcement on the Organization of the 2025 Shandong Province New Energy Mechanism Electricity Price Bidding” (the original text is attached). The specific schedule is as follows:

(1) Submit bidding materials and declare prices (August 19th – August 22nd)

New energy projects participating in the bidding shall complete the filling of project information and declared prices through the bidding declaration platform. The submission period is from 8:30 on August 19th to 24:00 on August 22nd. Once submitted during this period, it cannot be withdrawn or modified. Failure to complete the submission within the specified time will be regarded as giving up the bidding qualification. Once the declared price is submitted, it will be automatically sealed and cannot be changed.

(2) Review, Return and Modification of Bidding Materials (August 23rd – August 30th)

The bidding materials will be reviewed. The initial review will be completed on August 26th. Projects that fail the initial review will be returned for revision in a centralized manner. The revision and submission will be completed from August 27th to August 28th. Failure to resubmit within the prescribed time limit will be regarded as giving up the bidding qualification. If the resubmission still fails to pass the review, the bidding qualification will be cancelled. Please pay close attention to the review status of the bidding declaration platform.

(3) Submission and Review of Performance Bond (August 27 – September 6)

1. Submission of performance bond. For unput new energy projects participating in the bidding (According to Article 41 of the bidding rules, for unput natural person household distributed photovoltaic projects that participate in the bidding independently, in principle, a performance bond does not need to be issued;) If the bidding is entrusted to an agent, a performance bond should be issued as required. Please have the applicant complete the submission of the performance bond through the bidding application platform from August 27th to August 28th. Electronic or paper guarantees can be issued for this bidding. Considering the convenience of issuing and submitting guarantee letters, it is recommended to give priority to issuing electronic guarantee letters. If a paper guarantee letter is to be issued, in addition to submitting the performance guarantee letter on the bidding platform, the original must also be submitted on-site to the bidding working group from August 27th to August 28th. Once submitted during the period, the modification cannot be withdrawn. If it is not completed on time, it will be regarded as giving up the bidding qualification.

2. Review, return and modification of performance bonds. The initial review of the performance bond will be completed on September 1st. Projects that fail the initial review will be returned for revision in a centralized manner. The revision and submission will be completed from September 2nd to September 3rd. If the paper guarantee letter needs to be modified, the applicant should return the application with the signed and stamped guarantee letter (for the template, please refer to Attachment 6), retrieve the original guarantee letter on site, and resubmit it on-site during working hours from September 2nd to September 3rd. Failure to resubmit within the prescribed time limit will be regarded as giving up the bidding qualification. If the resubmission still fails to pass the review, the bidding qualification will be cancelled. Please pay close attention to the review status of the bidding declaration platform.

(4) Publicize the bidding results

After the price clearance is completed, information such as the names of the cleared projects, project types, the proportion of mechanism electricity, and the mechanism electricity price standards will be made public on the “New Energy Cloud” website and the “95598 Intelligent Interaction” website. The public announcement period will last for three working days.
